HUD Posts NSPIRE Scoring Calculator. The NSPIRE Score Calculator helps housing providers estimate a potential NSPIRE score based on the types and locations of deficiencies identified during an NSPIRE inspection. This score only provides an estimate of the actual score generated by a property inspection, but is intended to help housing providers better understand the proposed new scoring approach. To help providers use the tool, HUD developed an instructional video available here. HUD is still accepting comments on the proposed scoring Notice until April 27; full NSPIRE implementation will begin for Multifamily Housing providers on October 1, 2023. Continuing Care at Home (CCaH)?
LeadingAge hosted members to discuss what care coordination looks like in a Continuing Care at Home (CCaH) program. On Monday, June 5, Amanda Young, Executive Director, Wesley at Home, a Continuing Care at Home program, discussed defining, implementing, and evaluating care coordination in a CCaH program. They also hosted Travis Gleinig, Chief Information Officer, United Methodist Communities. He talked about how members can use digital transformation to improve productivity and resident/employee experience and drive innovation. On Monday, June 12, you can join in on a call to understand how staff recognition can improve the quality of care in aging services settings. Dr. Kathleen Weissberg, Professor, Gannon University, will discuss her research in this area and offer tips on how to implement programs that drive quality improvement in aging services. HUD Multifamily Faces $39M Rescission, FY24 Spending Caps
(Shared article) Tens of millions will be rescinded from HUD multifamily programs from unobligated COVID relief funds and overall federal non-defense discretionary spending, including for HUD programs, for fiscal year 2024 (FY24) will be at no more than fiscal year 2023 (FY23) levels in a debt ceiling deal passed by the House and Senate May 31 and June 1, respectively, and on its way to the White House for President Biden’s signature. 500,000 dropped from Medicaid
Half a million people in 11 states have already been taken off the Medicaid rolls since redetermination started, according to a new analysis from KFF. Florida tops the charts for both measures, with nearly 250,000 removed from the rolls, equaling about half the number of completed renewals. Other states had smaller numbers on both counts: Virginia reported about 22,000 disenrollments, which equals about 10 percent of the number of completed renewals. Though many states have yet to redetermine which beneficiaries keep coverage post-pandemic, the early numbers confirm previous notions that the end of continuous enrollment could end coverage for a significant portion of the population. HUD Releases Final NSPIRE Scoring Notice. The final scoring notice for HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE) protocols was released on July 6. The scoring notice is expected to be published in the Federal Register on July 7. HUD’s July 6 final scoring notice reflects comments LeadingAge provided on HUD’s proposed scoring notice on HUD’s proposed removal of the point-loss cap, acknowledgement of the pickle owners find themselves in when inspections focus on in-unit conditions, and the phase-in of new safety standards. For HUD multifamily housing, the NSPIRE physical inspection protocols go into effect on October 1, 2023. There are four main pieces to HUD’s final package of NSPIRE materials. In addition to the July 6 release of the final Scoring Notice, HUD issued the final overall NSPIRE final rule on May 11, the final NSPIRE Standards 3.0 Notice on June 16 and an “administrative procedures” notice on June 30, which outlines the updated NSPIRE processes for inspection, including the process HUD will use to gather resident feedback on property conditions. Letter Urges Appropriators to Fully Fund Housing Programs. On June 30, LeadingAge, along with other members of the Campaign for Housing and Community Development Funding (CHCDF), sent a letter to House and Senate appropriators “to express our sincere concern for the fate of HUD and USDA affordable housing, homelessness assistance, and community development programs in the fiscal year (FY) 2024 budget.” CHCDF is a coalition of national housing and community development organizations working together to secure the highest possible funding for housing and community development programs. LeadingAge is on the steering committee of CHCDF. “Efforts to cap funding for the upcoming year at FY22 levels – despite the agreement reached in the ‘Fiscal Responsibility Act’ – represent an urgent threat to the millions of people who rely on HUD and USDA housing programs. Under the 302(b)s adopted by the House Appropriations Committee, the Transportation, Housing, and Urban Development (THUD) bill would be cut by over $22.12 billion, or over 25%, from FY23 enacted levels,” the letter says. Housing Navigator Bill Introduced with LeadingAge Support. On June 28, Representatives Adam Schiff (D-CA) and Sara Jacobs (D-CA) introduced the Housing Navigators Act to create a new program through the Department of Housing and Urban Development (HUD) Office of Housing Counseling (OHC) to provide direct housing counseling for renters and people experiencing homelessness to connect with critical services and housing placement opportunities. The Housing Navigators Act would fund a Housing Navigator Program specifically to assist people experiencing homelessness and people at risk of homelessness. LeadingAge has endorsed the bill.
New HUD Multifamily Leadership Staff. On July 6, HUD announced Donald Billingsley as the new Associate Deputy Assistant Secretary for Multifamily Housing. Prior to his new position at HUD, Mr. Billingsley’s most recent role was Vice President with Grandbridge Real Estate Capital, a subsidiary of Truist Bank, where he was responsible for originating mortgages for multifamily and commercial properties, nationwide. Mr. Billingsley previously served as HUD’s Multifamily Regional Director for the southeast region, managing FHA Multifamily Insurance, Project Based Rental Assistance and the Section 202/811 Capital Advance programs in southeastern states and Caribbean territories. Mr. Billingsley also spent several years in Multifamily Production at HUD HQ. Prior to his last tour with HUD, Mr. Billingsley was an Analyst with the Federal Home Loan Bank’s affordable housing programs and spent 15 years developing and managing Low Income Housing Tax Credit developments. Mr. Billingsley is a U.S. Navy combat veteran. LeadingAge looks forward to working with Mr. Billingsley to support, improve, and expand HUD’s multifamily portfolio.
Work on Multisector State Plans on Aging Advances. The Center for Health Care Strategies (CHCS) announced its launch of the Multisector Plan on Aging Collaborative, supported by the SCAN Foundation, West Health, and the May & Stanley Smith Charitable Trust. The 12-month collaborative will support 10 states – Connecticut, Iowa, Maryland, Massachusetts, Missouri, Nevada, New Hampshire, Pennsylvania, Utah, and Washington State, to build on work already underway in these states. The collaborative will offer peer to peer exchange, access to a network of experts, and technical assistance on building cross-sector buy in and facilitate developing a multisector plan on aging.
